Job Title: Compliance and Response Watchstander
Location: Anchorage, Alaska
Schedule: Sunday-Wednesday 10pm-8am
Pay Rate: $25/hr

About the Role:
We are seeking a highly motivated and detail-oriented Compliance and Response Watchstander to join our dynamic team in Anchorage, Alaska. This critical position plays a vital role in ensuring compliance with regulations and coordinating swift and effective responses to potential incidents across our extensive coverage area 24 hours a day 365 days a year. Qualified candidates need to possess exceptional communication, problem-solving, and decision-making skills, with the ability to thrive under pressure in a fast-paced environment.

Primary Responsibilities:
Compliance Monitoring and Oversight:
  • Monitor live maritime vessel traffic and activities within our coverage area to ensure compliance with applicable regulations and adherence to safety protocols, best practices, and operational plans.
  • Detect irregularities and identify vessels that present a threat to the environment.
  • Track and maintain digital records of vessel movements, unique events, and other activities in Alaska.
  • Assist in the development and implementation of compliance programs for vessels and onshore facilities.
  • Conduct research and analysis to identify potential compliance issues and develop mitigation strategies.
Emergency Response Coordination:
  • Act as a central point of contact during emergency response incidents, coordinating communication and activities between vessels, onshore facilities, response personnel, and regulatory agencies.
  • Track the movement and status of response resources, including vessels, equipment, and personnel.
  • Monitor weather conditions and provide relevant information to response teams.
  • Provide support to the Incident Command team during emergency response operations.
  • Assist in the mobilization and demobilization of response resources as needed.
  • Develop and refine procedures related to emergency response communications.
Communication and Coordination:
  • Maintain open and effective communication with vessel operators, facility managers, regulatory agencies (e.g., U.S. Coast Guard, Alaska Department of Environmental Conservation), planholders located around the world, and other stakeholders.
  • Communicate frequently with vessel captains and crews via phone and email to coordinate activities and provide updates.
  • Respond promptly to inquiries and provide clear and concise information.
  • Provide briefings and assemble reports summarizing operations, trends, and projections.
  • Document all communications and activities accurately and thoroughly.
GIS System Utilization:
  • Utilize Geographic Information Systems (GIS) software to track vessel movements, identify potential hazards, and support response planning and logistics.
  • Create and maintain data relevant to preparedness and response planning for member operations.
Other Duties as Assigned:
  • Perform other duties as assigned to support the overall goals of ACN’s compliance and response programs.

Schedule:
  • 10 hour shifts, 4 Days on 4 days off, 40 hours a week.
  • This position may be required to work extended shifts, nights, weekends and holidays (compensated). This position is also subject to emergency callback during emergency response events (compensated).
  • This position requires on-site presence at our facility in Anchorage, AK.

Qualifications:
  • High School Diploma or equivalent required.
  • Associate's Degree in Emergency Management, Maritime Studies, Logistics, or a related field, or the equivalent combination of education, technical training, or work experience preferred.
  • Excellent communication, interpersonal, and organizational skills.
  • Proficiency in Microsoft Outlook, Word, Excel, PowerPoint.
  • Ability to work under pressure in a fast-paced environment.
  • Experience with spill response operations and environmental regulations preferred.
  • Minimum of 2 years of experience in Alaska operations, dispatch, or a related field.
  • Experience with mapping systems (GIS) preferred.
  • Experience with oil spill response operations preferred.
  • Ability to work independently and as part of a team.
  • Strong problem-solving and decision-making skills.  
  • Strong attention to detail and accuracy.
  • Valid driver's license.
